Housing, following “food” and “clothing,” is a basic necessity for humans. However, in contemporary times, it seems nearly impossible for a certain section of society to obtain this fundamental facility, despite this section playing a crucial role in the nation’s economic development. We are referring to those employed and small business owners for whom acquiring a well-equipped house is merely a dream. These individuals are often compelled to settle in unauthorized and makeshift colonies due to their financial constraints. Such colonies typically lack essential amenities like sewage systems, water connections, playgrounds for children, parks, and parking spaces. Additionally, in the event of official actions by authorities, they may lose their homes, which they have built with their life savings.

The Uttar Pradesh government recognizes that providing housing according to the economic capacity of all income groups in society is paramount for social welfare and the economic development of the state and nation. Although both central and state governments have periodically implemented policies and schemes to provide affordable housing to low and very low-income families in urban areas, there was no specific policy addressing the residential needs of lower-middle-income families.

Given the government’s limited resources, it was impossible to meet this demand. In light of this, a state urban housing and habitat policy was announced to address the residential problems, aiming to provide affordable housing to lower-middle-income families. Under this policy, the Uttar Pradesh government decided to involve private cooperation for the construction of affordable housing within the state.

The SPLS Housing Scheme has been initiated with these objectives in mind.
